This is a highly responsible, professional, administrative, and supervisory position directing the activities of an Assessor’s Office in a distressed municipality with a complex mix of properties. The work involves responsibility for the planning, organizing, supervision, and administration of all assessment functions in accordance with state statutes, state revaluation performance standards, and nationally accepted valuation methodologies. This work involves the regular exercise of independent judgment and initiative based on general knowledge of the Town’s administrative policies and procedures. It requires considerable knowledge, skill, and ability to value diverse and unique properties, including colleges, hospitals, airports, restaurants, apartments, nursing homes, franchises, gas stations, cell towers, residential and commercial condominiums, multi-family housing, billboards, manufacturing, retail, mixed use, and subsidized housing.
Must possess a Bachelor of Arts Degree from an accredited college or university in Business/Finance or Liberal Arts with courses in Accounting, Economics, and Appraisal; plus three (3) years of experience as an Assessor or five (5) years of experience in a related field; or in lieu thereof, an equivalent combination of education, experience, and training that provides the knowledge, skills, and ability to perform the essential functions of the position. Connecticut Municipal Assessor Certification II (CCMA II), required. Must possess and retain a valid Connecticut Motor Vehicle Operator’s License. Experience with contemporary word processing and spreadsheet applications, Computer Assisted Mass Appraisal software, and Grand List administrative software, required. Bilingual (English and Spanish), preferred.
LANGUAGE PROFICIENCY EXPECTATIONS
This position requires strong command of English and basic working knowledge of Spanish. Using the Common European Framework of Reference for Languages (CEFR) and the American Council on the Teaching of Foreign Languages (ACTFL) as guidance:
- English: C1 / ACTFL Advanced High
The candidate must demonstrate the ability to understand and produce clear, detailed language on complex matters related to permits, policies, and procedures. They must be able to prepare professional correspondence, participate in meetings, and address inquiries with precision and nuance. - Spanish: B2 / ACTFL Advanced Mid
The candidate must demonstrate the ability to engage in conversations on a wide range of topics, understand the main ideas of complex texts, and communicate with a degree of fluency and spontaneity that makes regular interaction with native speakers possible without strain for either party.
