POSITION OVERVIEW:
Provides technical and office administrative assistance to the Assessor; organizes and performs work related to the collection and processing of information and data for entry into a departmental software system, as assigned to establish the Grand List and record related property information. Performs final work in the completion of real property, motor vehicle and/or personal property grand lists. Must apply an understanding of real property, motor vehicle, personal property and other assessment related Connecticut State Statutes to office functions.
EXAMPLES OF ESSENTIAL DUTIES:
Receives real estate, personal property, motor vehicle and related personal property information. Maintains and updates Grand List by entering, updating and retrieving property information and related data in a Computer Assisted Mass Appraisal (CAMA) as well as administrative grand list software systems. Determines property ownership from deeds and transfers ownership on assessment records. Reviews computer reports for accuracy. Coordinates information with other city departments to insure uniformity of information and procedures.
Provides assessment and exemption information to the general public. Assists the public in understanding assessment records and laws. Directs the public to the City’s GIS online database for copies of maps and records and collects fees as required. Assists elderly citizens, veterans and other members of the public in filing for tax exemptions. Approves and grants various exemptions. Approves and grants motor vehicles adjustments, credits, and abatements.
Performs general receptionist and clerical duties. Prepare and maintain the Motor Vehicle Grand List, including the processing of additions, deletions, and pro-rations for grand list adjustments and the scans documents for the retention of records. Prepares legally-required assessment notices and announcements. Answers phone calls and responds to routine inquiries by way of mail, phone, email or fax. Composes routine letters or reports for review and signature of Assessor or supervisor.
Assists in the preparation and processing of real estate sales ratio, personal property and motor vehicle information for state reports, mass mailings and the processing of the Grand List. Observes strict confidentiality in maintaining restricted records and files in accordance to the Freedom of Information Act (FOIA).
MINIMUM QUALIFICATIONS:
Graduation from a standard high school and three years of increasingly responsible experience in office administrative work; at least one year of which must be in an assessor’s office in a Connecticut municipality, or at least two years of which must be work in a tax collector’s office, or a government office that administers laws and regulations; or any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills and abilities.
