Job Summary
Discover, list and value all real estate, motor vehicles, and personal property located within the Town of Roxbury and to administer Public Act 490, tax relief programs, exemptions and abatements. These responsibilities are done in accordance with Connecticut General State Statutes, Rules, and Regulations of the Office of Policy and Management for the State of Connecticut and Town Ordinances.

Education and Experience

  • Certification by the State of Connecticut as a Certified Connecticut Municipal Assessor- Minimum Certification CCMA I
  • Minimum 3-5 years working in the field of assessing or in a municipal assessor’s office
  • Experience with application of PA 490 assessments and the 490-conveyance tax process
  • Revaluation experience in no less than two revaluations
  • Ability and understanding of survey maps, building plans, written documentation filed in land records.

Work Context

  • Communication – in person, by telephone, fax, and email and through letters with other municipal departments, state officials, attorneys, title searchers, real estate agents, appraisers, bank/mortgage representatives, surveryors, various boards and commissions and the gereal public.
  • Responsibility for Others – Supervises the Assistant Assessor and other employees working in the Assessors Office on special projects.

Primary Job Duties

  • Communicate in person, by telephone, fax, email and through letters with other municipal departments, state officials, attorneys, title searchers, realtors, appraisers, surveyors, various boards and commissions, and the general public.
  • Explain assessed values to property owners and defend appealed assessments.
  • Work with the Board of Assessment Appeals during the appeal process, providing information to help resolve appeals.
  • Train and support the Assistant Assessor while performing his/her duties.
  • Prepare bid specifications for revaluations. Work with First Selectman awarding the bid. Oversee and coordinate the revaluation process, according to state statutes.
  • Conduct physical inspections and re-inspections of existing properties, improved properties, and properties under construction to determine their value for the annual Grand List. Use good discretion when unable to enter a property. Enter/sketch the data in the CAMA system.
  • Maintain tax maps and updates records accordingly for splits, merges, etc.
  • Administer Public Act 490 and maintain a filing system for properties that are classified under PA 490
  • Prepare/supervise the preparation of and submit state mandated monthly and annual reports to the Office of Policy and Management.
  • Keep abreast of current statute changes.
  • Research and provide multiple specialized reports, other than those required by statute, requested by the public, other municipal departments, Assessor’s association, and State and Federal governments.
  • Work with and submit data to the GIS website vendor for updates every year.
  • Testify in court as to the value of a parcel(s) of real estate property.
