POSITION DEFINITION:

Under the supervision of the Assessor, assists the Assessor in planning, and directing a townwide program of real and personal property assessment for taxation purposes. Assumes responsibility for the department in the absence of the Assessor.

ESSENTIAL JOB FUNCTIONS:

  • Receives oral or written instructions from the Assessor.
  • Plans and organizes work according to standard office procedures.
  • Allocates work, trains, and provides lead supervision to Office Staff as needed.
  • Performs field investigations, inspections, and valuations as assigned.
  • Secures physical, legal, rental, and market data for the listing and appraisal of real property
  • Directs program of discovery of taxable personal property.
  • Performs personal property audits.
  • Performs difficult and complex real and personal property assessments and reassessments in the field to procure data on which final evaluation for assessment is based.
  • Ascertains legal ownership of personal property.
  • Maintains assessment maps and updates counter maps by drawing land splits, new subdivisions, etc.
  • Assists in planning, and directing subordinate personnel engaged in the town-wide program, of real and personal property assessments and in the preparation of assessment rolls.
  • Oversee office staff in the preparation of data and maintenance of assessment cards, maps, and other documents.
  • Supervises and participates in the preparation of statistical and special reports dealing with real and personal property and property exempt or partially exempt from assessment, and of reports required by the State of Connecticut.
  • Assists the Assessor in administering the elderly tax relief programs and other mandated
    programs
  • Assists in formulating and implementing department policies, work methods, and
    procedures. Appraises new methods and techniques of assessment, and reviews work
    programs and progress.
  • Assists in the preparation of departmental budget submissions.
  • Serves as liaison with revaluation contractors.
  • Provides technical information and assistance to property owners, attorneys, title searchers, bank officials, town departments and the public.
  • Assists in planning and implementing a continuing program of departmental in-service training.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of the principles, methods, and techniques of real and personal property
    valuation.
  • Knowledge of the laws, rules, and regulations of the State of Connecticut and the Town of East Hartford governing the valuation and assessment of real and personal property.
  • Ability to use varied software tools to perform administrative, grand list, and appraisal functions.
  • Ability of establish and maintain effective working relationships with officials and the public.
  • Ability to interpret maps, deeds, construction plans, and legal descriptions.
  • Ability to manage multiple priorities, meet deadlines, and work independently.

JOB QUALIFICATIONS:

  • Requires graduation from an accredited four (4) year college with major course work and one-year experience in Real and Personal Property valuation or a related field and five (5) years of increasingly responsible professional experience in real or personal property assessment work.
  • Relevant work experience in real and personal property appraisal work may be substituted for the above-mentioned college education on a year for year basis.
  • At least two (2) years in a supervisory or managerial role preferred.

LICENSING REQUIREMENT:

  • Certification as Connecticut Municipal Assessor I- May consider a candidate without CCMA I but the ability to receive within (1) year
  • Valid Motor Vehicle Operator’s License
