Connecticut’s nine planning regions, established under Sec. 16a-4c, Gen. Stat., provide a geographic framework within which municipalities can jointly address common interests, and coordinate such interests with state plans and programs. The municipalities within each region have voluntarily created a Regional Council of Governments
