Salary: $115,000 - $125,000

Hours: 35 hours/week

POSITION OVERVIEW

A professional position responsible for Technical and Clerical work under the direction of the Assessor.  Directs the work of all employees placed in his/her charge by the Assessor.  Most duties require independent judgment as well as compliance with the appropriate laws of the State of Connecticut.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

The essential functions or duties described below are the primary responsibilities of the classification.  There may be other types of work that may be performed and the omission of a particular duty or function does not exclude that duty or function from the classification provided the duty or function is similar in work, related to the work or logically assigned to the classification.

The Deputy Assessor receives general guidance from the Assessor. This position oversees professional staff. The Deputy Assessor assists the Assessor with the coordination of day-to-day activities, administration of the Town’s assessment responsibilities and the administration of the Town programs that affect taxpayers. This position helps establish the Grand List, and in the Assessor’s absence, the Deputy Assessor assumes responsibility for the Assessor’s Office. Essential duties and responsibilities include the following:

  • Works under general supervision of the Assessor in the development of office procedures to improve efficiency & productivity.
  • Supervises office staff and implements Assessors’ procedures and practices for running the office.
  • Aid in preparing and maintaining the Real Estate, Personal Property & Motor Vehicle Grand List.
  • Review and enter assessment data into a computer database to create new taxable accounts.
  • Responsible for State & Town Tax Relief Programs. Assists members of the public in applying for tax exemptions and enters tax exemption information into assessment information systems.
  • Provides technical information and assistance to taxpayers, attorneys, Town departments, Boards and the RTM as well as technical backup for the Assessor’s Office.
  • Review and follow through on all questions and concerns of the public involving assessments and matters relating to assessment.
  • Prepares information releases to assist the public in understanding assessment procedures, regulations, exemptions, and related matters.
  • Supervises, plans, and organizes departmental work according to standard office procedures; establishes priorities in daily task performance.
  • Supervises maintenance regarding GIS system, assessment maps, records and lists.
  • Calculates and enters prorated assessments for tax relief program.
  • After the Motor Vehicle Grand List is received from DMV, aid in the research, valuing and inputting into computer including all exemptions to the list.
  • Receive an exemption listing from Fire Department and EMT of the active service workers. 
  • Maintains and updates information on all assessment lists.
  • Responsible for Department Purchase Orders in accordance with budget guidelines.
  • Meetings with the State Office of Policy and Management regarding new guidelines for State programs.
  • Prepare statistical and narrative reports for submission to OPM.
  • The ability to work closely with the Tax Collector’s Office.  Responsible for merging files over to the Tax Collector’s system for their tax billing.
  • Update and maintain the Assessor’s Office website.
  • Oversee the administration of the Board of Assessment Appeals.
  • Responsible for entering Payroll.
  • Regular and consistent attendance

QUALIFICATIONS 

The skills and knowledge required for this position would generally be acquired with a bachelor’s degree in business and more than 5 years’ experience in an Assessor’s Office. Must be proficient with valuation software and can learn specific software related to the Town of Westport.

LICENSES & CERTIFICATIONS

Must have and maintain: At least a CCMA I certification. Valid Driver’s License
