The State of Connecticut’s Office of Policy and Management (OPM) is currently seeking a qualified individual for the position of Municipal Assessment Professional in their Intergovernmental Policy and Planning Division’s (IGPP) Assessment, Data Collection and Grants Management Unit.
EXAMPLES OF DUTIES
- Verifies the assessed value of real estate properties for various purposes such as analysis, determining grants to municipalities and the development of state policy regarding assessment and taxation of real and personal property and motor vehicles;
- Manages claims and data verification for municipal and state programs;
- Reviews and verifies municipal grand lists;
- Verifies state compliance of municipal revaluations;
- Facilitates processes for the certification and recertification of professionals and companies to provide revaluation services to Connecticut municipalities;
- Maintains and updates OPM administered revaluation exams for land/residential, commercial/industrial, personal property and supervisor professional certifications;
- Assists division on assessment and taxation related matters;
- Responds to public inquiries regarding state law as it relates to municipal assessment, revaluation requirements and tax collection;
- Liaisons with various municipal tax organizations and committees;
- May serve as the OPM designee on various committees;
- Performs related duties as required.
Seven (7) years of experience in assisting in the determination of taxability and assessment value of properties for a government jurisdiction or with a private organization engaged in large-scale real estate appraisals.
MINIMUM QUALIFICATIONS – SUBSTITUTIONS ALLOWED
- College training in accounting, business administration, finance, economics, real estate management, math or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years.
- A Master’s degree in accounting, business administration, finance, economics, real estate management, math or a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Certification as a Certified Connecticut Municipal Collector (CCMC);
- Experience working in municipal or state government;
- Experience working in assessment and taxation principles;
- Experience with revaluation principles;
- Experience with data collection and formula preparation;
- Experience examining and evaluating assessment, tax and operational records;
- Experience interpreting and applying statutes, regulations, policies and procedures and verifying that interpretation and application is accurate; and
- Experience using Microsoft Excel to create complex spreadsheets with formulas and pivot tables.
SPECIAL REQUIREMENTS
- Incumbents in this class must possess and retain a current Certified Connecticut Municipal Assessor (CCMA) II designation.
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
