Job Title: Assessor

Salary: $58,149 - $75,130 per year ($31.95 - $41.28 per hour)

Hours: Mon - Weds 8:00 am to 4:00 pm; Thurs 8:00 am to 6:00 pm; Fri 8:00 am to 12:00 pm

The Assessor is responsible for the accurate and timely assessments of real, vehicular, and personal property in an effort to develop a comprehensive annual Grand List that the Town shall use for the levying of property taxes as required by the Connecticut General Statutes.

The Town of Winchester is seeking applications for Assessor. Must possess or obtain a C.C.M.A. (Certified Connecticut Municipal Assessor), but will accept candidates with experience outlined in the job description who are willing to attend classes to achieve this certification as required by the job description.

Ability to commute/relocate:

Education and Experience

  • Five years of progressively responsible work in an Assessor’s Office and one year of supervisory experience; or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
  • Possession of Certified Connecticut Municipal Assessor (CCMA) designation I and/or II is preferred.

Necessary Knowledge, Skills, and Abilities

  • Knowledge of State Statutes relating to the assessment of real and personal property.
  • Knowledge of the modern principles, practices, and methods of estimating property values for assessment purposes.
  • Knowledge of how to effectively use computerized appraisal systems.
  • Ability to make accurate estimates of real and personal property values for assessment purposes.
  • Ability to operate a personal computer and related equipment and programs with speed and accuracy.
  • Ability to take initiative and work independently.
  • Ability to consistently make fair and rational decisions and to articulate legal requirements firmly and courteously.
  • Ability to maintain records and prepare and send reports and correspondence.
  • Ability to maintain effective working relationships with Town employees and the general public.
  • Ability to prioritize, organize, and perform work independently; the ability to adjust quickly to changing priorities in a sometimes-stressful environment.
  • Ability to perform basic mathematical functions related to the position.

Special Requirements

  • Valid Motor Vehicle Operator’s License at time of appointment and during tenure.
  • Must be able to successfully acquire CCMA or equivalent designation within a short timeframe, with room for adjustment depending on availability of required courses/trainings.
  • Must be able to successfully complete a comprehensive background investigation.
