PURPOSE OF POSITION:

Plans, directs and supervises a continuous town-wide program  of real and personal property assessment for taxation purposes as prescribed by the General Statutes.

Does related work as required.

SUPERVISION RECEIVED:

Reports to the First Selectman.

SUPERVISION EXERCISED:

Assistant Assessor, Assessment Aides, other suppo1t or temporary  staff.

EXAMPLES OF DUTIES:

  • Manage the activities of the Assessor’s Office including budget, personnel supervision and budget preparation and implementation.
  • Computes assessments of land, buildings and personal property.
  • Prepares and verifies the Annual Grand List.
  • Reviews tax list, corrects errors therein, and issues ce1tificates  of corrections as required.
  • Inspects new or altered construction and observes site amenities.
  • Verifies computations and applications  taken by staff members.
  • Determines eligibility for various statutory and/or local exemptions.
  • Provides assistance, information and data concerning assessments to the general public.
  • Responsible for preparation of all reports as required by State, Federal and/or  Municipal Agencies  and Departments.
  • Submits significant and pe1tinent data to the Board of Assessment Appeals.
  • Responsible for hiring,  promoting, transferring, and terminating department personnel following established procedures.
  • Supervise special appraisers employed to appraise heavy equipment, major shopping centers, or other unusual properties.
  • Handles assessment complaints and defends assessments as necessary, including court appearances as required.
  • Keeps abreast of appraisal procedures, current market trends and construction cost.
  • Other related duties as required.
MINIMUM QUALIFICATIONS (Knowledge, Skill & Ability):

Considerable knowledge of the theory, principles, and techniques of real and personal propet1y evaluation for assessment purposes; thorough knowledge of the Connecticut General Statutes governing the evaluation and assessment of real and personal property and their application; ability in written and oral expression; ability to deal effectively and tactfully with the general public and associates; supervisory ability. Must possess valid Connecticut Operator’s License.

EDUCATION & TRAINING:

Bachelor’s Degree from an accredited college or university of recognized standing preferably with a major in Business Administration and course work in real estate management, economics, or other related fields and not less than four (4) years employment in appraisal or assessment of real and personal property, including at least three (3) years in municipal assessment. Must possess a Ce1tified Connecticut Municipal Assessor designation

PHYSICAL DEMANDS/WORK  ENVIRONMENT:

The employee is required to inspect and measure buildings in various stages of construction. While performing these related tasks, the employee is occasionally required  to climb or balance, and stoop, kneel, crouch, bend or crawl, sometimes in awkward positions. The employee must  be able to lift and/or move up to 25 lbs. While performing the duties of this job, the employee is regularly required to use hands to finger, handle or feel; reach with hands and arms; and talk or hear. The employee is required to stand, walk and sit. Specific vision abilities required by this job include close vision, color vision, depth perception  and ability to adjust focus.
