Job Title: Assessment Technician/Clerk

Salary: $21.38 - $24.08 per hour

The Assessment Technician Clerk is a technical and administrative position that involves performing a variety of functions for the Assessor’s office including, but not limited to, personal property declaration processing, motor vehicle adjustments, field work, value calculation, customer service, and clerical support.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Provide information and assistance to the public with courtesy and accuracy including assistance with public Computer Assisted Mass Appraisal (CAMA) system, Geographic Information System (GIS) and Assessor’s maps.
  • Discover, list and value taxable property as of the October 1 assessment date.
  • Apply an understanding of motor vehicle, personal property and other assessment statutes to office functions.
  • Prepare and maintain the Motor Vehicle Grand List, including the processing of adds, deletes, and prorates.
  • Prepare and maintain the Personal Property Grand List, including adds, deletes, and declaration processing.
  • Data entry into CAMA systems as assigned.
  • On-site field review for personal property and new business accounts.
  • Monitor leasable personal property and leasehold improvements.
  • Calculate real estate prorates and transfer information onto a new field card.
  • Assist the Assessor with state reports required by Connecticut Office of Policy and Management (OPM).
  • Organize, file and review of Income & Expense reports.
  • Prepare and facilitate mass mailings as needed.
  • Assist in the administration of benefit and exemption programs.
  • Perform all other duties as assigned to complete the shared mission of the Assessor’s Office.

EDUCATION/SKILLS/EXPERIENCE:

  • College degree in related field preferred.
  • Minimum of 2 years related office experience.
  • Connecticut Association of Assessors Officers (CAAO) Coursework/Administrative Assessment Technician (AAT) Training and designation preferred.
  • General knowledge of Real Estate mass appraisal and revaluation.
  • Excellent customer service, interpersonal and communication skills.
  • Ability to work independently as well as part of a team.
  • Ability to perform mathematical calculations.
  • Detailed oriented and organized.
  • Ability to exercise judgment and empathy when dealing with the public regarding sensitive matters.
  • Equivalent combination of experience and training that provides the required skills and abilities.

PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to talk or hear. The employee regularly is required to stand, walk, sit, use hand to finger movements, handle or feel objects, or controls; and must be able to lift and/or moves up to 10 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
