Job Title: Assistant Assessor

Salary: Starting Salary - $45,883 per year

Hours: 35 hours per week (8:30am - 4:30pm)

Self-starting individual responsible for assisting in coordinating the valuation of all residential, commercial, industrial, and exempt real and personal property for ad-valorem purposes. Uses considerable discretion and judgment in the establishment of fair assessments based on field and office appraisals. Represented by the Guilford Employee Association (GEA).


  • Assists Assessor annually in the preparation and processing of the Grand List
  • Ensures state reports are compiled, signed by Assessor, and filed with the State of Connecticut Office of Policy and Management
  • Assists Assessor in conducting field inspections (including building permits) to measure, list, and price new and old construction
  • Maintains and Updates Exemptions Database
  • Ensures adherence to eligibility requirements, obtain acceptable proofs, applications filed timely and keep confidential records
  • Sends reminder notices and applications to biennial filers
  • Conducts inspections of personal property
  • Maintains accurate/current taxpayer information in PPCAMA database
  • Assists taxpayers with filing questions
  • Prepares list of accounts that need audit
  • Verifies validity of MME applications and Farm machinery exemptions
  • Orders and mails declarations annually
  • Assists in pricing un-priced motor vehicles and the prorating of same
  • Oversees the deed process, including sales, state reports and the maintenance of Sales Comp books for use by appraisers and realtors
  • Prepares Certificates of Correction to an assessment
  • Takes applications for tax exemptions
  • Combines or sub-divide parcels in CAMA according to deeds/maps filed on land records
  • Generates annual update list for GIS
  • Manages classified property (farm, forest, open space) including mandatory State filings for declassification of land and compiles sales ratio reports
  • Receives and updates or generates files for applications filed yearly
  • Reviews and maintains vital statistics for exemption purposes
  • Processes all Certificates of Occupancy prorates including calculations and data entry
  • Submits press releases to the media
  • Oversees and trains other employees in department procedures
  • Performs other related duties, as assigned.


  • Knowledge of local government and the structure of the Town of Guilford
  • Knowledge of the principles and practices of assessing real and personal property
  • Knowledge of the principles, practices, and methods of estimating property values for assessment purposes
  • Knowledge of CAMA, administrative software, GIS, and related computer software
  • Knowledge of how the town’s mill rate is calculated and applied to tax bills
  • Knowledge of the modern appraisal methods and their correlation in estimating market values
  • Knowledge of the mass appraisal of urban properties for ad-valorem purposes


  • Certified Connecticut Municipal Assessor I or II (CCMA I or CCMA II) If not certified, must be certified within three (3) years of starting date.
  • Minimum two (2) years of college, supplemented by minimum two (2) years of related experience in appraising or assessing residential, commercial, industrial, and personal property, one ( 1) year of supervisory and/or administrative experience in a municipality, lending institution, appraisal company, or similar environment; or equivalent combination of education and experience
  • Must maintain a valid Connecticut Driver’s License
