GENERAL DESCRIPTION:
Provides administrative assistance to the Assessor in the valuation of real and personal property; assists in field investigations and inspections, as assigned; collects and processes information to establish the Town Grand List. Assumes responsibility for the Assessor, in their absence, and supervises the department clerical staff.
EXAMPLES OF DUTIES & RESPONSIBILITIES:
- Supervises subordinates engaged in work in the administration of programs such as homeowner’s, blind, disability, veterans, city ordinances on exempt property and handicap-equipped vehicles.
- Assists in preparing the Grand List, inspects property and assesses real property, automobiles, and personal property for the Grand List, prepares statistical reports.
- Assists, assigns and trains department clerical staff involving office recordkeeping, and use of computer system(s).
- Checks building permits for estimated cost of new construction, alterations or repairs.
- Performs on-site real property inspections to determine any increase or decrease in valuation, i.e. Certificate of Occupancy.
- Reviews personal property accounts as on-site inspections and audits.
- Changes maps to conform to changes in ownership or boundaries, coordinating with various departments including the Engineering Department and City Clerk’s Office.
- Coordinates with the Tax Collector’s Office and the Comptroller’s Office regarding tax adjustment and refunds, in preparation on and filing for state reimbursement programs.
- Answers inquiries and effectively handles complaints from the public, posts and approves records such as transfers, assessment charges, exemptions and corrections, assists in personnel actions and in preparing reports, notices, budget requests and correspondence.
- Utilize digitized mapping (GIS).
- Utilize administrative and CAMA software package.
- Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
- Considerable knowledge of the theory, principles, methods and techniques of real and personal property evaluation for assessment purposes and knowledge.
- Proven knowledge of statutory requirements of the Assessors Office.
- Demonstrated knowledge of criteria used for distressed programs, manufacturing exemption programs, personal property values, elderly programs, veterans programs, SSI, blind and municipal ordinances.
- Proven ability to plan, assign and supervise work of subordinate clerical personnel.
- Demonstrated ability to read and understand complex Deeds, review residential and commercial appraisals.
- Proven ability to operate computers that meet requirements of Office of Policy & Management, software packages, and standard office equipment.
- Confirmed ability to establish and maintain effective working relationships with other employees and the public.
- Proven ability to understand and interpret laws pertaining to property assessment.
- Demonstrated ability to prepare written reports.
MINIMUM QUALIFICATIONS:
- Graduation from high school or GED and a minimum of 4 years of experience in property appraisal and assessment.
- Upon hire, possession of a valid Assessor’s certification as a Certified Connecticut Municipal Assessor (CCMA 1).
- Must possess a valid driver’s license.
OTHER:
- In lieu of possession of a valid Assessor’s certification as a Certified Connecticut Municipal Assessor (CCMA 1), relevant work experience in real and personal property appraisal work may be considered, subject to successful acquisition of CCMA 1 designation within three years of date of hire.
REQUIRED PHYSICAL EFFORT:
Must be able to physically inspect personal properties and real estate throughout the City involving continuous walking, bending, climbing stairs, reaching, etc.; stand and sit over extended periods of time; lift and carry forms, materials, etc.
SPECIAL REQUIREMENTS: The holder of this position cannot be engaged in or be associated with, directly or indirectly, real estate sales or related work within the City of Torrington.
