POSITION OVERVIEW:

Provides assistance to the Revenue Collection division in the following areas: communicates verbally, by telephone and email with the general public, banks and state and local officials.  Receives tax payments and validates bills.  Provides guidance to Revenue Collection Aides on any and all forms of revenue received by the Revenue Collection Office.  Records payments into the computer system; calculates interest on past due accounts and helps administer the procedures needed to collect delinquent tax payments.  Assist the Revenue Collector in applying refunds, corrections and works with the Assessor’s Office in resolving billing issues.

SUPERVISION RECEIVED:

Works primarily under the general supervision of Revenue Collector and secondarily under the Manager of Revenue Services, who outlines general policies, assigns duties and reviews work for conformance with understood standards; performs regular duties on own initiative, exercising a high degree of judgment and tact.

SUPERVISION EXERCISED:

Provides general supervision and guidance to division personnel if requested by Revenue Collector or Manager of Revenue Services.  Provides on the job training to assigned employees in functional areas of work required.

EXAMPLES OF ESSENTIAL DUTIES:

  • Balance payment audits to cash receipts.  Prepare bank deposit for bank courier.
  • Assists City’s outside auditor during annual audit and coordinating tax administrative functions with other City departments and outside agencies/vendors that provide services to the Revenue Collection office.
  • Assume responsibility for major functional area, following up for compliance and completeness.
  • Handles Certificates of Correction (C of Cs) from Assessor’s Office, which involves: updating Collection software; mailing of advisory statements and/or refund applications and preparing monthly report of all CofC activity for Common Council.
  • Coordinate with Assessor’s Office those properties that are Elderly/Freeze Program and ensure that Revenue Collection Office’s final numbers reconcile to theirs.
  • Function as primary contact with City’s collection agency, which is retained for all revenue received by the Revenue Collection Office.
  • Oversee lockbox and online payment batch postings and reconciliation
  • Coordinate with third party escrow services regarding the taxes due on their respective real estate accounts.  This involves but is not limited to emailing data files, pulling in account coding and processing of electronic payment batch files.
  • Assist Revenue Collector and Manager of Revenue Services with departmental annual budget and other reporting requirements as needed.
  • Research and maintain documentation related to special projects and investigative situations, eliciting assistance of associates as needed.
  • Assist Revenue Collector and Manager of Revenue Services with purchasing, accounts payable and preparation of data entries in finance system as needed.
  • Transmits and explains supervisor directives to assigned staff and follows up for compliance, completeness, and conformance.
  • In supervisors’ absence, acts as division liaison to other City departments, outside organizations, external contractors and the public; requiring a working knowledge of the general operations of the Revenue Collection division and strong understanding of Collection related State Statutes.
  • Review and approve businesses’ online Health & Building Department permit requests when Revenue Collector is out.
  • Performs other duties as required.

MINIMUM REQUIRED QUALIFICATIONS:

  • Associate’s Degree in Business Administration, Public Administration, Accounting or a related course of study, and five years of increasingly responsible office administrative experience, two years of which must have been in a municipal or state tax collection agency; or the equivalent combination of education and experience which demonstrates possession of the required knowledge, skills and abilities; and
  • CCMC certification desirable.
