Conditional
Subdivisions
I would like to know how other assessors determine a depreciation for "Conditional Subdivisions". In the past we have used a calculation based on the amount of the bond/number of lots/value of land (before subdivision). I would appreciate any input regarding this matter. Thanks! Geo Thermal System Exemption I have been in touch with a tax payer in town who installs geo thermal systems for heating. Some are 100% and some are back up systems. I just printed up the new state statute as of 10/1/2007 that there is an exemption on this system if they file an application. I spoke to a few assessors and they were not aware of this. Also I do not know where to get the application --- can you help? Please e-mail me at Terri@eastonct.org or call Teresa Rainieri Phone (203) 268-6291

Section 12-124a Deferrals The Town of Simsbury is looking into using this enabling legislation. Have any towns granted the deferral allowed under Section 12-124a? The statute allows the legislative body to defer the portion of the tax on a primary residence that exceeds 8% of the income of those who occupy it as their primary residence. If your community has implemented this statute, please contact me at dgardner@simsbury-ct.gov or Patrick Sullivan at psullivan@simsbury-ct.gov David M. Water Tower Affecting Property Value Has any Assessor has experienced a reduction of value to a property that is abutting a water tower. The Town Of Thomaston has a 30’, 447,000 gal., water tower proposed in a neighborhood and the residents are opposing the construction of the water tower due to the impact it will have on their property values, among other things. The Planning and Zoning Commission asked if I could get any information on this matter from any other towns. I can be e-mailed at rwalcott@thomastonct.org. Thanks. Rae Ann Walcott
